The choice for owner-occupiers comes down to one question: do you need to move this year, or can you wait until 2030?

Buying a home to live in shifts the calculus significantly. Yield doesn't matter. Gross PSF comparisons are less important than how the unit actually lives — the ceiling height, the bedroom dimensions, the pool your children will use on weekends. And the four-year wait until TOP matters a lot: if you need to move your family in by a specific school year, 2030 is not a useful answer.

The critical caveat: estimated TOP December 2030. A four-year gap where you're either renting elsewhere (extra cost) or staying in a place you've outgrown. For families who need to move in this year, this gap is a real practical problem.

Timeline

Choose Vela Bay if you have 4+ years before you need to move. Choose resale if you need to move in within 1–2 years. This single factor eliminates most of the ambiguity for families with a firm move-in requirement.

School Year

For families with school-age children who need to lock in a primary school address, timing matters critically. Resale allows you to move in at a specific moment that fits your P1 registration window. Vela Bay's estimated December 2030 TOP does not offer that flexibility.

Space

Resale wins on space per dollar. A 3BR in Bayshore's resale condos runs 1,150–1,600 sqft. Comparable Vela Bay 3BR units will likely be more compact at a significantly higher PSF. For own-stay buyers raising a family, extra square footage is a daily material difference.

Lease & CPF

Vela Bay's fresh 99-year lease has zero CPF restrictions and no LTV concerns. Bayshore Park's ~55 years is the most constrained — CPF usage is limited and banks may cap LTV. For buyers relying heavily on CPF to fund the purchase, this is a meaningful practical consideration that affects what you can actually afford.

The decision is almost always made by one of two things: your timeline or your school year.

If you can wait 4 years and want a brand-new home with a fresh lease — Vela Bay. If you need to move in within a year or two, or have school-age children who need to establish an address now — the resale condos are the more practical and more spacious choice.
